This morning, before the release of Cabinet Office information to me,  he tells the world that he is a non dom. He admits that he has paid UK taxes only on his UK income - not on his huge worldwide income.

The man who is bankrolling the Conservatives has dissembled for a decade. He should resign from the House of Lords.
