A good editorial in the Financial Times yesterday. It tells us that the US system of taxing worldwide income is worth copying. Uniquely, the Americans use citizenship as the test. Here, we struggle with concepts which can be opaque and overlap. We have (a) UK residence (b) UK residence for tax purposes and (c) domicile. We should sweep all that tosh away. Instead, we should substitute the straightforward rule that UK citizens pay tax on their worldwide earnings. If the super rich don't like it then let them hand back their passports. They can take out citizenship of another country more to their liking.
